David is a seasoned electric utility executive bringing more than four decades of experience spanning engineering, system planning, utility management, regulatory engagement/stakeholder collaboration and executive oversight across municipal and investor-owned utilities in Texas, including Lubbock Power & Light (LP&L) and GEUS. He has served in senior leadership roles such as Director of Electric Utilities, General Manager, Assistant General Manager, and Engineering Supervisor, guiding organizations through operational modernization, regulatory engagement, and strategic planning.
David has also played an active role in ERCOT governance and technical committees, served in statewide public power leadership through the Texas Public Power Association (including as past President), and testified before the Texas House Regulated Industries Committee and the Public Utility Commission.
